Guillermo joined the EEF in August 2017 and is responsible for the management of EEF evaluations.
Prior to this, he was a researcher at CAF – Development Bank of Latin America, and at STRATA, a small consulting firm. After moving to London, he also worked as a Consultant for the Lambeth Council assessing a large-scale social programme.
Guillermo has a background in economics and quantitative analysis of policy, with a degree in Economics from Universidad Católica Andrés Bello (UCAB), in Venezuela, and a Master's in Public and Economic Policy from the London School of Economics (LSE). His published work focuses on economics, politics, and political economy.
