Non-compliance with the accessibility regulations
The following issues have been identified and are being addressed:
- Heading structure
Some pages, including the Teaching and Learning Toolkit and guidance report pages, do not use a sufficient heading structure. This means users who navigate by headings using a screen reader may not be able to easily find or move between sections of content. This fails WCAG 2.1 success criterion 1.3.1 (Info and Relationships). We are reviewing the heading structure across affected page templates and aim to resolve this by 1 January 2027. - Noscript element
Some pages contain content within a noscript element, meaning certain content or functionality may not be available to users who have JavaScript disabled or who use assistive technologies that do not fully support JavaScript. We are reviewing affected pages to ensure all content and functionality is accessible regardless of JavaScript availability. This may affect WCAG 2.1 success criterion 4.1.1 (Parsing). We aim to resolve this by 1 January 2027. - Video captions
Some videos on the website currently do not include captions. For example, videos on the Evidence Store are missing captions, making this content inaccessible to users who are deaf or hard of hearing. This does not meet WCAG 2.1 Success Criterion 1.2.2 (Captions — Prerecorded).
We are currently reviewing captions across the site and will provide an update on timescales as soon as possible.
Content that is not within the scope of the accessibility regulations
The following content is exempt from the regulations:
- PDFs and documents published before 23 September 2018 -Older documents are exempt from the regulations. However, if you need a document in an accessible format, please contact us and we will do our best to help.
- Third-party content - Some content is provided by third parties (for example, embedded maps or social media feeds) and is outside our control. We cannot guarantee its accessibility.
- Live audio and video – Live broadcasts are exempt from the audio description requirement.
What we are doing to improve accessibility
We are committed to continuous improvement. Our current programme of work includes:
- Conducting a full third-party accessibility audit of the website against WCAG 2.1 AA, to be completed by 1 January 2027.
- Remediating issues identified in the audit, prioritising by impact on users
- Implementing an ongoing accessibility testing process, including testing with disabled users
- Training our content team in accessibility best practice for digital content and documents
- Reviewing all new PDFs and documents before publication to ensure they meet accessibility standards
We aim to review and update this statement at least annually, or sooner if significant changes are made to the website.

This statement was prepared on 17 September 2021. It was last reviewed on 18 May 2026.
This website was last tested against WCAG 2.1 AA in September 2023. The test was carried out by Percipio Global.
