The EEF is seeking proposals from an embedded product team to develop the Alpha and Beta of our Digital Public Service, and to help us incubate an agile product culture.

Our ambition is to build a Digital Public Service to support teachers and leaders to combine research with professional judgement to make decisions that improve outcomes in their settings, particularly for socio-economically disadvantaged children and young people.

This commission is much more than a technology refresh. It is the first critical step in a wider transformation of our technology, engagement model and ways of working. It should deliver two things:

  1. A working, user-centered digital product that helps educators find, understand and apply evidence when they need it.
  2. The capabilities and product culture to deliver an effective service that the EEF can own, sustain and improve.

The appointed team will develop an Alpha in early 2027, test it with real users, and build it into a Beta ahead of launch in September 2027. They will support the EEF to develop the skills and capability we need to take full ownership of the service.

The budget is approximately £730,000 (excluding VAT), and we are seeking competitive proposals.

We are seeking teams with a track record of delivering digital public services using agile, user-centred methods, and of building the capability of in-house teams. Experience of working with education, charity or public sector organisations will be an advantage.
