Invitation to Tender: evaluation guide for testing EdTech and AI tools

Invitation to tender to develop an evaluation guide for EdTech and AI tools

We are seeking a research team to develop a practical guide for the rigorous evaluation of EdTech and AI tools.

The Department for Education (DfE) and the Education Endowment Foundation (EEF) are jointly delivering the EdTech Testbed Programme (2026−2030), a multi-year research initiative to build evidence on EdTech and AI tools with the potential to improve learner outcomes, reduce teaching and administrative workload, and support inclusive learning.

As EdTech and AI tools across these areas continue to develop rapidly, evaluation approaches must adapt by balancing methodological rigour with the need to generate timely and relevant evidence.

The EEF is therefore commissioning a research team to develop a concise, practical guide for evaluating EdTech and AI tools. The guide will support informed evaluation design across a diverse range of EdTech products and educational contexts, both within the EdTech Testbed programme, and in future EEF-commissioned EdTech and AI evaluations.

We are looking for a research team with strong expertise in EdTech/AI research and evaluation methods, as well as experience in developing methodological guidance and standards. The appointed team will draw together existing guidance, research and lessons from previous evaluations into a practical guide covering considerations around evaluation design, implementation and use, outcome measurement and working with EdTech developers. The team should be able to work under short timelines to translate complex methodological evidence into accessible guidance.
