The purpose of this review is to examine the EEF’s current operating model (and its constituent elements), and to identify opportunities to enhance the efficiency and effectiveness of our operations, given:
- Significant growth in scale, funding, staffing, and activity since re‑endowment.
- Expansion of remit into early years, 16 – 19, with strong prospects for expansion in other areas too.
- The increasing sector need to generate and communicate evidence on what works, with greater speed and accessibility.
- The emphasis in the EEF’s new strategy on impact and mobilising the use of evidence amongst practitioners.
- Increasing pressure on the EEF’s systems generated by volume of activity.
The review should identify practical, implementable options to strengthen and improve the EEF’s operating model so that the organisation can:
- Sustain its reputation for high quality research while also enhancing its impact
- Ensure effective delivery of the new EEF strategy.
- Seize opportunities where technological advancements may enhance or accelerate the EEF’s strategic direction.
- Improve clarity, accountability and pace of decision‑making.
- Create capacity for strategic and future‑facing work.
- Ensure our operations continue to represent value for money.
