Help identify our post-16 population of interest

Research to support the EEF’s expansion of work in post-16

The focus of this current ITT is to determine how best to identify our Post-16 Population of Interest’ using available indicators of disadvantage and understand the different qualifications that this population is working towards, to effectively target our expansion of work in the post-16 space. 

In order to effectively target the EEF’s expansion of work in the post-16 space so that it supports socioeconomically disadvantaged young people, we are commissioning a data mapping exercise based on key information from the Individualised Learner Record (ILR) and National Pupil Database (NPD). The purpose of this mapping is to:

  • Identify options for defining our Post-16 Population of Interest’, using both indicators available in the ILR and/​or historical indicators available in the NPD (related to learners when they were in pre-16 education)
  • Map the different definition options against various setting- and learner-level characteristics, to understand what the resulting population looks like for each one and how this compares to the general population
  • Recommend a definition for our Post-16 Population of Interest’
  • Map the different post-16 qualifications, how they are assessed, and the suitability of available data for use as outcome measures within an impact evaluation, as well as how the diagnostic assessments being used by post-16 settings compare to these post-16 qualifications
