Scaling framework and self-assessment tool

An evidence-led framework to support the scale up of programmes in early years settings, schools, and 16 – 19 settings.

The Centre for Evidence and Implementation (CEI) with the Behavioural Insights Team (BIT) have produced an evidence-led scaling framework and accompanying self-assessment tool.

This framework maps out key considerations for scaling the delivery of an educational programme or intervention. The framework is based on six key dimensions’:

  • Level of programme development
  • Feasibility and acceptability for education settings
  • Scaling vision and strategy
  • Capacity of lead organisation/​s
  • Policy context and stakeholder engagement
  • Market considerations

Within each dimension, there are indicators of readiness in relation to the five stages in the EEF evaluation pipeline: Innovation, Pilot, Efficacy trial, Effectiveness trial and Scale-up.

The framework is intended to help programme teams and the EEF identify where development work is needed to support programme scalability, rather than to provide a binary yes or no’ judgement of readiness to scale.

The accompanying self-assessment tool is designed to help teams developing an education programme or intervention assess their progress towards scaling, in line with the Scaling Framework, and identify any additional work required.
